残疾人家庭无障碍改造，是国家“十四五”规划102项重大项目之一，也是重庆市人民代表大会票决的民生实事项目。今年以来，黔江区残联将残疾人家庭无障碍改造作为保障特殊群体权益、夯实民生底线的重点工程，紧扣“十四五”残疾人保障和发展规划要求，精准对接残疾人需求，实施“一户一策”服务，完成315户肢体、视力、听力语言、智力精神等残疾人家庭无障碍改造，打通残疾人居家生活的“最后一米”，让民生温度浸润千家万户。

　　“以前我要到地头忙活路，周友进出来玩耍经常摔到院坝坎下边，有时摔得鼻青脸肿的，自从安装防护栏后再也摔不下去了。”11月22日，记者走进黔江区五里镇海洋村2组，周友进的母亲提到残疾人无障碍改造项目，对党和政府感激不尽，为她儿子筑了一道安全防护墙。

　　周友进年近30岁，身高1.4米左右，智力二级残疾。他不但没有劳动能力，也没有生活自理能力。区残联在今年的无障碍改造中，给周友进家的院坝安装了高1米、长28米的不锈钢护栏，为他的日常安全进行“守护”。

　　针对不同残疾类型的特殊需求，黔江量身定制改造方案，让无障碍设施真正“用得上、用得好”。对肢体残疾人家庭，重点实施地面平整硬化、坡道改造、增设防护栏、配套低位灶台、安装升降晾衣架、坐式淋浴器、坐便器和扶手等设施，解决“出行难、如厕难、做饭难”等问题；为视力long8唯一残疾人家庭，铺设室内盲道、安装语音门铃和燃气泄漏报警装置，配备智能语音电饭煲等厨具，用声音提供安全保障；给听力和语言残疾人家庭，安装实时字幕机顶盒、闪光门铃、振动闹钟和无障碍闪光开水壶，以及带提示功能的电饭煲、电磁炉、洗衣机等生活用品，让语音信息传递“看得见、摸得着”；对智力和精神残疾人家庭，给房屋门、窗、阳台、楼梯和院坝周围加装安全防护栏，配置密码刀具箱、防撞板、防撞条、护角，防走丢定位呼叫手腕、带安全锁的电饭煲等，既保障其生活上的便利，又筑牢了安全防护屏障。

　　“以前，洗澡要两个人搭手，现在扶着扶手就能坐稳，恒温淋浴器一按就有热水，再也不用麻烦家人了！”冯家街道桂花社区居民冉光贵，肢体一级残疾，他手指着焕然一新的卫生间满心欢喜地说。

　　冉光贵家是黔江区“一户一策”精准服务的缩影。他家门前台阶改造成缓坡、卫生间铺设防滑地砖、安装折叠扶手和浴椅，建了厨房操作台，每一处改造都精准适配他的行动需求。

　　为确保改造精准高效，黔江建立“户申报、乡镇（街道）审核、区审定”三级筛选机制，由区残联联合第三方专业机构和村社专职委员入户走访，全面摸清残疾人家庭居住条件、残疾等级和实际需求，建立需求清单和改造台账。同时，借鉴鲁渝协作先进经验，推行“人性化+个性化”双轮驱动模式，将改造与适老化改造、危旧房改造政策衔接，形成部门联动、资源整合的工作合力。

　　每年在施工改造过程中，严格把控质量关，实行“全过程监管+常态化验收”机制。由区残联、乡镇街道工作人员和施工方组成联合验收组，对照改造方案逐项核查设施安装、尺寸标准等细节，对不符合要求的立即整改，确保改造质量100%达标，让受益群体满意。经走访不少残疾人家庭反映，改造后的设施既实用又贴心，真正解决了残疾人日常生活中的“老大难”问题。

　　黔江区残疾人家庭无障碍改造，作为鲁渝协作的重点民生项目，区残联持续争取协作资金支持，先后在中塘镇兴泉社区、太极镇李子村等示范点建设的基础上，进一步扩大改造覆盖面，将无障碍改造服务项目延伸至更多困难残疾家庭。同时，也从传统的基础设施改造升级，深度融合到信息技术与无障碍环境的改造，建设人性化、系统化、智能化并与周边环境相协调的无障碍设施，满足不同残疾人需求，确保家庭无障碍改造更实用、更舒适，让特殊群体感受到数字化、信息化带来的便利生活。近5年来通过鲁渝协作发力，累计完成1500余户残疾人家庭改造。

　　今年，区残联按市级民生实事项目60户家庭无障碍改造目标任务，计划改造273户，现已完成改造315户。

　　如今，走进区内的村（社区），残疾人家庭门前的无障碍坡道、院坝安装的不锈钢防护栏、卫生间的坐式淋浴和安全扶手、厨房的智能厨具等，构成了一道道温暖的民生风景线，不仅提升了残疾人生活自理能力，更减轻了家庭照护负担，让他们平等共享经济社会发展成果。

　　“无障碍改造不仅是设施的升级，更是对特殊群体的尊重与关爱。”区残联负责人表示，下一步黔江将建立动态摸底机制，对新增需求做到“应改尽改、需改尽改”，持续优化改造内容，融入更多智能化、人性化设施，让无障碍环境从家庭延伸至社区公共空间，为残疾人参与社会生活搭建更广阔的平台，为推进乡村全面振兴、建设区域中心城市的进程中，书写更加温暖的民生答卷。（记者  李诗素）
